Structure
Within the context of the organization, all agents of the HND were functionally the same rank and given the title of "Emissary." Individual emissaries were identified by their appointment designation, which was divided into two main recruitment phases: Lamda (Λ) and Sigma (Σ), with the Lamda group outnumbering the Sigma group by nearly three-to-one, based on census data toward the end of the organization's life. The second component of an emissary's designation denoted the order in which they were appointed.
Outside of the HND, emissaries served as a liaison between the CMND's leaders and the Syndic to whom they were assigned. While not officially part of the executive branch, emissaries were vested with the power to veto potentially problematic decisions being made by the local government. Despite the potential for tension between emissaries, syndics, and other administrators, most records indicate that HND agents got along very well with their colleagues after settling into their positions.
History
The disaster on Proxima b contributed a great deal to the public's unease toward the CMND in spite of the fifteen years of prosperity that the Directorate had achieved. Many considered the CMND's response to be lackluster considering just how bad the reports had painted the situation.
Sensing an opportunity to prove that the CMND was still wholly dedicated to providing stability for our civilization, Director ḿ̴̡̛̗̄͊u͝r̢̨ͯͨḏ͓ȅ̚r̫̜̉̊ͥ͝e͇̘̹͖ͩr̝̺̆͐̇͘̕ Fortier, his close friend and the commanding officer of the Anima Radix Marines battalion that saw to the pacification and subsequent evacuation of the Proxima b colonies, Aaron Kellogg, and Doctor Mitchell Ferrow of ₐᴸₗ ᵢˢ ᴺₒᵀ ᵂₕᴬₜ ᵢᵀ ˢₑᴱₘˢ the Institute for Advancing Civilization and lead scientist at Daedalus Intelligent Systems, presented the concept of a specialized organization designed to directly support local leaders in maintaining order and serve as a direct link between far-flung settlements and the Core.
Disbandment
In 32 SE, the CMND began a campaign to reorganize the outlying sectors of the system, a response to the spike in pirate activity in the Fringe that forced them to reevaluate the resources being spent to maintain and protect settlements in the region. Part of this reorganization included the dissolving of the HND and the transferring of the majority of the emissaries working in the Fringe and the border settlements of the Reach into Sigma Protective Services as bodyguards for political leaders and their families or into the Anima Radix Marines as administrative specialists.
